MCE Residential Efficiency Market
A Market Access Program Enabling Innovative Business Models
Based upon the success of the Commercial Efficiency Market, MCE's implementation of a Market Access Program is focused on the residential sector and performs under a unified set of rules and incentive structure across both Commercial and Residential Markets.
MCE's approach uses actual, metered savings from projects to determine payments to aggregators based on the hourly avoided cost value of their projects net of program costs. In turn, aggregators will be motivated to maximize grid and customer outcomes, and can use this new cash flow to develop product strategies that drive greater savings and increased adoption.
This program structure aligns incentives for all parties: MCE pays for actual system benefits generated by projects; customers save money on energy efficiency and demand management projects with an aggregator of their choice; aggregators use their expertise to create tailored solutions for their residential customers that best balance grid benefits and customer needs.
Aggregators that meet program requirements will be responsible for sourcing and delivering Energy Efficiency and Demand Flexibility projects, and paid on the avoided cost value metered performance using open-source population normalized metered energy consumption in MCE member communities.

How to Enroll Projects
Once you have confirmed your customer's eligibility, use the respective FLEXmarket's Project Value Estimation Tool to determine the estimated incentive amount.
If you complete a project for a customer that is not eligible for the program, no incentive will be issued.
You are free complete projects for eligible residential customers without reservation.
Once your project is complete, you will fill out Project Submission and Start Tracking forms.
Please note, this will include Project Information, Customer Data Access Authorization, Scope of Work, and a final Project Invoice.
Once reviewed and deemed complete, a Project Completion and Reservation Letter will be issues and your project will enter your tracking portfolio.
