Please note: Newer municipal members of MCE, such as the Cities of Vallejo and Pleasant Hill, only have data that reports back to their official start date with MCE (approx. April 2021). If your site is within one of those new communities, please submit the form through our Access Data page.

​Eligibility Rules

Customer sites must meet certain requirements prior to assessing their eligibility based on their meter data. These elements must be collected by the aggregator when assessing a customer's site and submitted as part of a project enrollment to the marketplace:
  1. The customer cannot be currently participating in a CPUC-funded downstream program (e.g. Commercial Upgrade Program, Commercial HVAC, Commercial Deemed Incentives)
  2. If there is a solar installation on site, it must have been completed more than 12 months prior to any energy-efficiency intervention

In addition to on-site questions, Recurve has provided a tool to assess whether a customer has sufficient data to enroll in the marketplace. The data sufficiency tool below will assess the following for a customer site:
  1. have 12 consecutive months of energy usage data.
  2. have a model fit needs to be < 1.0 CVRMSE 
  3. The customer must be located in PG&E and/or MCE service area, and receive electric distribution service from MCE or PG&E and natural gas service from PG&E

​Required Past Project Survey

In addition to using the provided tool above, Recurve requires aggregators to survey each interested customer prior to committing to scope terms to maximize participation in the marketplace. The aim of these questions is to confirm that no disqualifying changes occurred at the customer site between monthly updates to the eligibility tool and project implementation:
  • Are you currently participating in a California Public Utilities Commission-funded program?
  • Are you currently an MCE or PG&E customer?
  • Have you been located at this address for at least 12 months using the same utility/utilities?
  • Has your facility implemented any major changes to your facility's energy use in the past 12 months? 
    • Installed solar panels, storage, etc?
    • Other major renovations?
