Eligibility and Program Influence

Aggregator Eligibility Requirements

Aggregator must agree and adhere to all market terms and conditions these include but are not limited to:
  1. Market Plans once they are filed with the California Energy Commission
  2. ​Adhere to all state and local certification, installation, and permitting requirements for project installation
  3. Meet PG&E insurance and security requirements

As part of the Market Access program, sites will be qualified using CalTRACK modeling based on data sufficiency and baseline model fit in addition to other usage characteristics. 
In addition, general site/customer eligibility requirements include but may not be limited to:
  1. Sites must be Commercial customers;
  2. Project sites must be located in PG&E’s service area;
  3. Site is not currently participating, and has not participated in the past 12 months,  in a CPUC ratepayer-funded energy efficiency program;
  4. 12 consecutive months of energy usage data is available;
  5. Model fit needs to be < 1.0 Coefficient of the Variation of the Root Mean Square Error (CVRMSE) and site must pass CalTRACK data sufficiency analysis (Recurve will conduct analysis at intake);
  6. If the customer has onsite solar system, installation of the system must have been completed at least 12 months prior to the EE intervention;
  7. Projects must be installed by no later than August 1, 2023.

We Keep Data Requirements to a Minimum

To enroll a project, submissions will need to include some fairly basic information about you (the aggregator), the customer, and the project. Below is a list of the minimum requirements for the Project Enrollment Process.
​Aggregator Information
  • Company Name
  • Primary Contact Name, Email, and Phone Number

Customer Information 
  • Customer Name, Email, and Phone Number
  • Customer Street Address, City, State, and Zip Code

Project Information 
  • Unique Identifier for the Utility Meter for both Electric and Gas (this is typically the Service Agreement ID (SAID))
  • Annual Predicted Savings for both Electric and Gas
  • Project Costs broken out by Electric and Gas interventions
  • Total Project Cost (Total cost of a project without customer incentives deducted)
  • Total Customer Cost (out of pocket costs for a customer i.e. customer incentives deducted)
  • Project Start and Completion Dates
  • Primary Measure Type
  • Secondary Measure Type (if applicable)

Required Documentation 
  • Customer Data Authorization Form
  • Scope of Work 
  • Final Invoice
